What was this doing parked on a petrol station forecourt on Albert Embankment? Is it part of an international police exchange programme?

There’s a small community garden round the corner from me. The children’s area contains a couple of wooden swings, a seesaw and this fun wooden construction with its high beam and broken rope and… the drop through the floor… It’s not, is it?
