Fans of tannoy evangelist Philip Howard will be glad to know that he’s back where he belongs, at Oxford Circus. Instead of haranguing London’s sinners as he did pre-ASBO, however, now he was standing by the Tube entrance distributing vouchers for discount tickets to The Lion King.
