Whole swathes of the Animal Welfare Bill suddenly read completely differently with that interpretation. It's like when one of my colleagues suggested we try and sneak in a clause at the beginning of the Fox Hunting Bill that said "For the purposes of this Bill the word 'fox' is defined as 'attractive lady'".
