Lord Marlesford (Con): My Lords, I hope that the Government are still in listening mode on these matters because I have a suggestion that I would like the Minister to take away and consider. The police clearly need help because of the constraints of the costs of employing enough police. We have in this country something like 100,000 postmen. I suggest that each of those be equipped with a radio and that their vehicles be equipped with CCTV and they be used as additional eyes and ears for the police. If they do not want to co-operate, they do not have to. If they want to volunteer to join the scheme, they would get a little bonus of £100 or £200 for every time they spotted or stopped a crime.(Thanks to my esteemed colleague for spotting this.)
