We need our advert to be hard-hitting, said someone from the council. We want, they went on, to shock Barnet council tenants out of their complacency regarding this issue.
No problem, said someone from the agency. We’ll run up just the thing. Leave it to us to judge the tone. After all, we do this for a living.
