What I don't get about this whole fiasco (and my main source of this is discarded Metros and so on): Cressida Dick was specifically absolved from blame. But they now reckon she hadn't said whether or not the Kratos "head-shooty" rules were in play, so no-one knew what exactly the order to "stop" the suspect meant.
Didn't they have a code-word or something so there was no doubt about the rules of engagement?
