Naturally this was corrected as an obvious error, but it was a surprise at the time to hear this during the health bill proceedings:

Baroness Massey of Darwen: Children compromise 22 per cent of the population.

A little later she said she was worried about "the invisibility of children in health services". Perhaps that's why so many people find themselves compromised.
