Oblique abuse

I’m putting this one out to tender. We’re all baffled by what Earl Attlee might conceivably be referring to here. Are dairy farmers easily awed by government announcements? Do cows repeatedly present false dawns to dairy farmers? What, basically, the hell?
Earl Attlee: A legal framework to facilitate the funding and construction of Crossrail has been long in coming. I remember when this project was first conceived nearly 20 years ago; since then, its progress has been stalled by a plethora of reviews and seen many false dawns. I think that a dairy farmer would be impressed by the number of times that this Government have announced that Crossrail was to go ahead.
Anyone?


EDIT: Oh, he’s talking about bullshit. He should have said.

My reading is that he's cheekily suggesting that there's been enough bullshit to impress even a dairy farmer.

Though they'd actually have much more experience of cowshit, I suppose. It's probably much the same though, for the purposes of becoming jaded...
